Policy, billing and claims platforms

Insurance legacy systems modernization for policy, billing and claims

Move policy administration, billing and claims platforms that have outlived their architecture, in stages and beside the running system. Your compliance and audit teams set the rules.

  • One product line or function at a time
  • Product rules recovered and tested before they move
  • Mutual NDA before any code or data is shared

Why do insurance systems get stuck, and what moves them?

Many insurers carry decades of products on one platform. Each product added rating tables, endorsements and regional exceptions, coded into policy, billing and claims systems, often COBOL on a mainframe or RPG on IBM i, with batch jobs between them.

The code is often the only complete record of how a policy is rated or a claim is paid, so a rewrite built from a requirements document tends to miss behavior. We recover the rules from the running system, capture them in tests, then move one product line, function or interface at a time while the old platform stays in service.

See legacy application modernization and AS/400 and IBM i modernization. Insurance is regulated differently by jurisdiction, so your compliance team and regulators decide what applies. We give no legal advice and claim no certification.

How a staged insurance migration runs

  1. Inventory products and rules

List products, rating tables, forms, interfaces and batch cycles. Mark what is live, dormant or dead code.

  2. Recover rules from the running system

Read the code, query the data and replay known policies to record outputs, then write characterization tests.

  3. Choose a first slice

A product line, a region or one function, such as document generation, with clear boundaries.

  4. Run side by side

The new component processes the same inputs. Your analysts and finance staff review every difference.

  5. Cut over in stages with a way back

Each stage has an agreed go or no-go and a rollback point. Dormant products and dead code are retired on purpose.

Where the work usually concentrates

  • Policy administration

Rating, underwriting rules, endorsements and renewals, usually the most tangled part.

  • Billing and collections

Installment plans, grace periods, cancellations and reinstatements.

  • Claims intake and payment

Workflows, reserves, payment rules and interfaces to adjusters, vendors and banks.

  • Batch and reporting

Overnight cycles, statutory and financial reports, and extracts that feed other systems.

  • Integrations

Agent portals, rating engines, document systems and files exchanged on a schedule.

  • Historical data

Decades of policy and claim history that needs mapping and validation.

When we would advise against a full migration

These situations often call for something smaller:

  • A product line in run-off. Freeze it, wrap it with APIs, and retire it when the last policies expire.
  • A stable platform with a painful front end. Put APIs and a new portal in front of it and leave the core alone.
  • A packaged policy system is the better answer. Sometimes buying is right. Then our work is data mapping, integration and testing, not rewriting.

The assessment compares these options per component and writes the reasoning down.

Risks and limits in insurance migrations

Rating differences are the main risk. A small rounding or date-handling difference repeats across a whole book of business, and a customer sees a wrong premium. Parallel runs find many differences, not all.

Older policies must keep behaving under the rules in force when they were issued, which complicates data migration. Whether a system change touches rate or form filings, or requires notice to a regulator, is for your compliance and legal people to decide.

We follow your controls and change process. We cannot promise timelines, savings or outcomes before an assessment, and plans can change once we see the real code.

Questions from insurance technology teams

Can you migrate policy data without changing how old policies behave?

We aim to preserve behavior and test for it, by running sample policies and past transactions through both systems and comparing results. We cannot promise identical results in every case, because decades of data contain exceptions. Differences are listed, and your business owners decide whether to match old behavior or correct it.

Will you replace our policy system with a vendor package?

Not by default. Sometimes a package is the right choice and we will say so; then our work is data mapping, integration and testing. Where the existing system encodes rules that set you apart, refactoring may fit better. The assessment compares the options in writing.

How do you handle regulators and audits?

Your compliance team and auditors define the requirements. We claim no certification and give no legal advice. We keep change records, test results and reconciliation output in forms your teams can review, and follow your change management process. Decisions about filings and notices stay with you.

What do you need from us at the start?

A description of the platforms and languages, a rough size, the interfaces you know about and a named person who understands the batch cycle. Share nothing sensitive until a mutual NDA is in place, and please do not paste source code into the form.

How is the work priced?

There is no public price list because systems and compliance needs differ. The scope is agreed in writing first, and you approve a quote before work begins. Many clients begin with a legacy code audit, which produces a written phased roadmap.

Which platform holds your policies and claims?
